1st RUSSIAN-EUROPEAN UNION Short Film Festival
"27 + ONE"
The Short Film Festival "27 + ONE" is organized by Thaleia Productions (France), Pixies Cinema (France) and Cinemateka (Russian Federation) and supported by the European Union.
The Festival will take place in Moscow from 4 to 6 December 2009.
The Festival will showcase films from countries of the European Union and Russia. During the Festival, roundtables and master classes will be organized featuring film makers and industry professionals.
Two Awards will be granted:
- Press Award
- Audience Award
Deadline for submission: October 20, 2009
Results will be published before November 5, 2009.
Participation in the Festival
1. The festival accepts films produced in the European Union member states countries and in the Russian Federation.
The acceptable length of the short films will be from 5 to 60 minutes.
All shooting formats are accepted. Screening format will be 35мм and/or DCP (Digital Cinema Package)* .
Entries should have been produced after October 2006.
2. The selection will focus on humor, ironic and offbeat films. All genres are accepted except music videos, animation, documentary, commercials and propaganda films. Sponsored films are accepted.
3. There are no fees for participating in the Festival. Participants are not entitled to claim rental or other fee for screenings of their films during the festival. All films programmed during the Festival are screened to public audiences. There are also additional screenings for press, delegates and guests attending the Festival. Scheduling of screenings is entirely at the discretion of the Festival Management.
4. Registration is to be completed on-line at the Festival website www.27plusone.org . Once the application form is filled, you will receive an e-mail message with your completed form and a link to your personal folder (with personal login and password) on our FTPsite for uploading all relevant materials for pre-selection.
5. In order to complete your application, please upload on our FTPsite the following information upon receipt of the link to your personal folder:
- "AUDIO_TS" and "VIDEO_TS" folders from your video DVD disc (DVD should be PAL). Instruction: you should insert the DVD disc into your computer and copy all folders from the disc through Explorer on PC's or Finder in MacOS to our FTP. For pre-selection it is mandatory that all short films be subtitled in English except English one.
- 4 or more digital pictures (high resolution with a minimum of 300 dpi) of the film and the film's authors; these are intended to be authorized for free publication.
- Film director statement (1/2 page) and synopsis
- Small press-kit (info about the film and authors in PDF format) - when available.
- Complete dialog list in English
6. The application deadline is October 20, 2009. Entries submitted after this deadline will not be considered.
7. We will not answer questions about progress of selection.
8. Final selection of films will be published by 5th November 2009 on the website of the Festival www.27plusone.org. A selected film could not be withdrawn from the program after November 5, 2009.
9. Preview copies and submitted entry information will not be returned and may be included in a video library for individual viewing by accredited guests. All preview copies may be stored in the festival archive and used for research purposes. Submitted entry information may be included in a searchable online database.
10. All selected films' info will be presented in the festival catalogue and on the festival web site.
To compile the Festival Catalogue, the organizers should have for each selected film a duly completed application form and requested materials (synopsis of the film, biography and filmography of the director and a full list of artistic and catalogue credits). The requested materials should be exclusively submitted through our website as soon as possible upon acceptance of the invitation. The Festival accepts no liability for inaccuracies in submitted materials.
Texts of the Catalogue are entirely at the discretion of the Festival.
The catalogue will likely include the following technical and artistic credits: original title, international title, country(ies) of production, year of production, premiere status, format, length, director, production company, producer, distribution company, print source, screenplay, cinematography, editing, production design, sound, music, principal cast.
11. Sending the selected films for participation in the Ferstival implies releasing, with no counterparts, the rights for reproduction of photography or excerpts of the movies (15% of the movie) for the purposes of promoting the Festival through printed press, television channels, film theatre or the internet, as well as authorization for the whole projection of the film for cultural purposes and for purposes of promotion on the part of the Festival organizers.

12. The festival will cover the cost of accommodation and local transportation for 1 person per each selected film.
Shipping instructions for selected films
13. The showing format for the selected films is 35mm and/or DCP (hereafter screening copy). Screening copies of the selected films should be subtitled in English except English one, accompanied by a dialogue list in English and a signed copy of the application form. Screening copies should be sent to the Festival office preferably by EMS.
Screening copies from EU member states should be sent to the Paris office and from Russian participants to the Moscow office
Dispatches should be marked "on temporary loan, for cultural use only, no commercial value" and with a maximum customs shipment value of EUR 20. Costs arising from incorrect declarations will be cthe responsibility of the sender.
14. The costs of postal delivery of the selected film to the Festival should be met by the sender. The costs of returning the works accepted for the show will be met by the Festival's organizers. The screening copies will be sent to the address indicated in the application form, which should be written on the copy itself.
All screening copies will be returned within six weeks after the Festival. It is the responsibility of each participant to inform the Festival in due time about any changes in the details of the return address.
15. The screening copy will be insured to its replacement value which should be estimated in the application form. This insurance will take effect as soon as the copy is handed over to the festival organizers by the transport company and will end with the handing over of the copy to the transport company after the festival.16. The festival will not accept shipments sent via Air Freight. Costs arising from this mode of shipment will be the responsibility of the sender.
17. Screening copies should arrive at the Paris office no later than November 15, 2009 and at the Moscow office no later than November, 20, 2009
18. The applicants guarantee that they have obtained all the necessary permissions to present this film and that the film does not infringe the rights including copyrights and neighbouring rights of any third party.
On submission of a film for the selection, the applicant expressly guarantees the Festival "27+ ONE" against any type of appeal or claim from the authors, their beneficiaries, editors, actors, executors, or other individual or organization which may have directly or indirectly participated in its making or production or distribution. This also applies to any person or corporate body that did not participate in the production or making of the film, yet considers it has certain rights regarding all or part of the film.
19. Registration and participation in the Festival implies complete acceptance of the present regulations. The organizers are free to interpret the present rules and regulations as they see fit. They may take any decisions and measures they consider useful. The organizers have the right at any moment to interrupt, postpone or cancel the event, without explanation and without liability. No reimbursement of any sort will be given to the participants.
